Pulsed radiofrequency signal that rotates the bulk magnetization vector (\(\boldsymbol{M}_{0}\)) of a nuclear spin to its orthogonal plane.

Note: In a simple 1D NMR experiment, this is from the \(z\) axis to the \(xy\) plane.
