Examination standard recognized by national authority to serve in a state or economy as the basis for assigning nominal property values to other examination standards for the same kind-of-nominal-property.

Example: The examinand "HLA specific allo-antibodies in human blood plasma" is detected and identified according to a nationally agreed examination procedure and nominal reference material.
